Abstract

This research aims to describe activities public diplomacy conducted by Indian government as the initiation to reach their interest and the manifestation of bilateral relations restoration between India and Afghanistan after the downfall of Taliban regime. India finds public diplomacy as a fundamental action to conduct due to the fact that its bilateral relations with Afganistan was cut off and the refusal from Taliban that was considered as a threat that would result negative impacts towrds India’s interests in Afganistan. Researcher also observes the implementation of new public diplomacy policy carried out by India by means of digital media or web 2.0. This research is analyzed with public diplomacy as conceptual framework proposed by Joseph Nye and focused on three indicators, namely, daily communication, strategic communication, and development of lasting relationship. Research method utilized in this research is qualitative method and the type of research is descriptive analysis using secondary data. According to Joseph Nye’s conceptual framework, this research meets the conclusion that India’s public diplomacy towards Afghanistan mostly focus on daily communication using digital media (Twitter) and programmes aim to create development of lasting relationship sort of foreign aids, scholarship programmes, art, training programme, and entertaiment industry.
