Abstract

Indonesia and Japan are at high risk for tsunami disasters due to their geographic locations, this study examines the comparison of tsunami shelter management in Padang City, West Sumatra, Indonesia, and Nankoku City, Kochi Prefecture, Japan, this research focuses on evaluating the building conditions and maintenance management systems of tsunami shelters in the two cities. The methods used include field observations and interviews with government officials, community members, and disaster experts to gather data on the physical condition, management, and maintenance of the shelters. The results indicate significant differences in planning, organization, implementation, control, budget allocation, and personnel aspects between the two cities. Shelters in Padang face challenges in routine maintenance and budget management, while shelters in Nankoku receive full support from the local government, with adequate funding and a well-structured maintenance system. Based on these findings, this study recommends increased local government involvement, shelter management training, and the preparation of maintenance guidelines for shelters in Padang City. These findings are expected to improve the effectiveness of shelter management in tsunami-prone areas, particularly in Indonesia.
