Abstract

Pasar Bawah Pekanbaru is a traditional market that has turned into a tourist market. Known as a market that sells various imported goods, this market is visited by many visitors from various regions, both within and outside the country. Now that Pasar Bawah Pekanbaru is undergoing renovation, the market traders have been moved to the ex-Port Pelindo site to ensure that trading activities can continue. This renovation is one of the strategies carried out by both government and private sector managers to develop the Pekanbaru Lower Market. This study explores the transformation of Pasar Bawah in Pekanbaru from a traditional market into a cultural shopping tourism destination, focusing on the transitional phase caused by major renovations that began in 2023. The research is grounded in economic anthropology, viewing the market as a socially embedded space where economic logic, cultural symbolism, and everyday practices intersect and interact. Using ethnographic methods—participant observation, in-depth interviews, and documentation—the research found that despite efforts to integrate Malay cultural identity through architecture and branding, imported goods continue to dominate the market's identity. The Temporary Shelter (TPS) where vendors operate during renovation suffers from reduced foot traffic and a less dynamic social atmosphere. Pasar Bawah reflects the tension between local moral economy and the top-down logic of commodified development. The study suggests that the success of cultural tourism development depends on inclusive participation and genuine integration of local culture in everyday economic practices.
