Abstract

The public funding policy or the state financing policy in the election campaign activities of the local election (pilkada) is first applied in Indonesia in Pilkada 2015. As a new policy, this policy needs to be evaluated to assess whether the policy has been well implemented and whether its implementation has impact on the objectives when the policy formulated. This study evaluates public funding policy in the campaign of Local Election in West Sumatera that has been implemented in 2015 and 2017. This research was conducted with qualitative approach with descriptive research type. Data collection techniques were conducted by in-depth interviews and data were analyzed by using qualitative descriptive analytical techniques. The evaluation was conducted using William N. Dunn's Policy Evaluation Theory with 6 (six) assessment indicators: effectiveness, efficiency, adequacy, equity, responsiveness and appropriateness. The results show that public funding policy is not yet effective. This is because the policy factor is not supported by the regulation of campaign funds, the lack of supervision and the unpreparedness of actors and policy target groups with this policy. As a result candidates are still implementing campaigns with large funds and this policy can not being a magnet for the emergence of new candidates yet.
