Abstract

The objective of this research is to assess the suitability of the preparation of performance contracts based on balanced scorecard on the Ministry of Finance Inspectorate General with Minister of Finance Decree Number 467 Year 2014 about Performance Management in the Ministry of Finance. Research conducted by qualitative method. The data used in this study are primary data obtained from interviews with respondents and secondary data obtained from documents / reports relating to performance management and applicable legislation. The results of the research indicate that the formulation of performance contracts comprising the formulation of strategic maps, strategic objectives, key performance indicators and strategic initiatives is generally in line with Minister of Finance Decree Number 467 of 2014 on Performance Management in the Ministry of Finance. This research suggests that the number of perspectives set forth in a written regulation; addition of sub KPI on performance contract; and granting periods of completion to each output / outcome on strategic initiatives.
