Abstract

Rapid industrial development has made the technology used more diverse. This can be seen in companies and educational institutions, especially in the field of information technology (IT). The Institute for Information and Communication Technology Development (LPTIK) is an institution that is engaged in supporting the development of information and communication technology at Andalas University. The desired role is that technology and available resources can be used to the fullest. Effective and efficient work is a priority for LPTIK so that the time and resources to do work need to be considered. Currently LPTIK has an operational standard procedure (SOP) that is used for every IT service job. The SOP consists of several process activity where no time measurements are made for each process. Therefore, work measurement is needed to determine the standards time of work in order to achieve good work productivity. The method used in working measurement on this research is stopwatch time study. This method is used due to the short work cycle in the LPTIK and can classify every stage of the process based on actual employee conditions in the LPTIK. This method is precisely used to improve the operation process, employee efficiency, employee performance, overall time required to perform each SOP. The object measured in this research is 4 LPTIK employees and 1 public relations staff who run their work based on 7 existing SOP. The results showed that there were 2 additional SOP to e-Office information System and the change of the SOP of Website News Registration that was managed by public relation Unand. There is one type of SOP that is processed using value stream mapping due to delay of process that is Web Hosting SOP. Improvements made to SOP Web Hosting are future state map describing the proposed condition an activity improvement that is not value added. The process of data processing at 6 other SOP is done to determine the standard time of each SOP. There are 4 SOP that can not be done by stopwatch time study which are SOP for Teleconference, SOP for Internet Network installation, SOP for publishing student number, and SOP for payment of student arrears.
