Abstract

Universitas Andalas, as one of the oldest public universities in Sumatra, has a strategic plan that functions in the process of developing and achieving its vision and mission. Universitas Andalas's business strategic plan 2020 2024 second revision broadly includes a vision, mission, strategic objectives, strategic goals, KPIs/IKSS, programs, and activities designed in a logical and structured manner. However, the achievement of the targets formulated in the strategic plan is still not optimal, especially in relation to improving the quality of education that affects the ranking and reputation of universities in the global arena. Based on the performance report of Universitas Andalas 2020-2023, several performance indicators did not reach 100%, which indirectly had an impact on the decline in global ranking according to QS World University Rankings (QS WUR). One of the causes of this is the absence of indicators in each program and activity and the absence of an effective logframe matrix and strategic target performance matrix to monitor and evaluate the achievement of university performance. This research aims to produce program performance indicators and performance indicators of Universitas Andalas activities in order to improve the quality of university performance management. The method used in the formulation of these indicators is Logical Framework Analysis (LFA), which involves stages such as stakeholder analysis, problem analysis, objective analysis, strategy analysis, and logframe matrix. Each stage aims to ensure that the performance indicators at each level of the organization are measurable and relevant to the targets to be achieved. Validation of the formulation of these indicators is carried out together with resource persons from the directorate of planning and development of Universitas Andalas. The formulation of these performance indicators provides a clear picture of how performance indicators can be further developed. The results of the formulation of indicators in the performance matrix of Universitas Andalas’s strategic goals show alignment between vision, mission, strategic goals, and performance indicators at all levels of the organization. Through the LFA stage, Universitas Andalas can identify the important roles of various stakeholders, overcome major obstacles, and determine effective strategies to achieve its strategic goals. The result of this stage is the logframe matrix, which serves as a systematic planning tool with measurable performance indicators. In addition, the resulting program and activity performance indicators serve as operational guidelines to improve accountability, measure the contribution of programs and activities to strategic goals, and become a key element in building quality and results-oriented university governance and help realize its vision as a leading and dignified university.
