Abstract

ABSTRAK Nama :Yeni Siska Program Studi :Magister Ilmu Politik Judul :Analisis Proses Rekrutmen Kelompok Penyelenggara Pemungutan Suara (KPPS) Pemilu Tahun 2019 di Kota Solok Penelitian ini berawal dari banyaknya kesalahan pengisian Formulir C1 dan untuk pertama kalinya terjadi PSU di Kota Solok pada Pemilu Serentak Tahun 2019 yang disebabkan oleh KPPS sebagai Penyelenggara Pemilu di TPS. Adanya masalah tersebut tidak terlepas dari proses rekrutmen yang dijalankan oleh PPS selaku badan ad hoc yang membentuk KPPS dalam memenuhi kualifikasi SDM yang berkualitas. Menggunakan pendekatan kualitatif dengan metode studi kasus, penelitian ini bertujuan untuk menganalisis dan mendeskripsikan proses dari rekrutmen KPPS yang dilakukan oleh PPS pada Pemilu Tahun 2019 di Kota Solok Provinsi Sumatera Barat dengan melakukan studi dokumentasi dan wawancara mendalam. Hasil penelitian menunjukkan bahwa pada tahap sourcing process dimana informasi yang tersebar tidak merata dan cenderung beredar disekitar PPS serta tidak adanya seleksi tertulis dan wawancara pada tahap selection process dalam perekrutan KPPS membuka celah terjadi nepotisme dalam perekrutan KPPS karena PPS tidak mementingkan kemampuan KPPS. Kemudian pelaksanaan bimtek yang tidak maksimal dan simulasi yang tidak efektif pada tahap user process menambah buruknya kualitas KPPS yang berdampak pada kesalahan pengisian Formulir C1 di TPS. Kata kunci: KPPS, Nepotisme, Proses Rekrutmen.   ABSTRACT Name :Yeni Siska Program Study :Magister of Political Science Title :Analysis of the Recruitment Process for the Voting Organizers (KPPS) General Election 2019 in Solok City This research started from the number of errors in filling out Form C1 and for the first time there was a PSU in Solok City in the 2019 general Elections caused by KPPS as the Election Organizer at TPS. The existence of these problems cannot be separated from the recruitment process carried out by PPS as an ad hoc body that forms KPPS in meeting qualified human resources qualifications. Using a qualitative approach with a case study method, this study aims to analyze and describe the process of KPPS recruitment carried out by PPS in the 2019 Election in Solok City, West Sumatra Province by conducting documentation studies and in-depth interviews. The results showed that at the sourcing process stage where information was spread unevenly and tended to circulate around PPS and the absence of written selection and interviews at the selection process stage in KPPS recruitment opened a gap for nepotism to occur in KPPS recruitment because it was not concerned with KPPS capabilities. Then the implementation of technical guidance that is not optimal and ineffective simulations at the user process stage add to the poor quality of KPPS which results in errors in filling out the C1 Form at the TPS.
