Abstract
This study aims analyze the leadership style of South Korea President Moon Jae In foreign policy towards Japan in a case study of comfort women. The signing of the 2015 Agreement on comfort women did not make the former comfort women victims feel happy with the decision made by President Park Geun Hye. However, with the election of the new South Korean leader, Moon Jae In, it turned out to give hope to the people of South Korea. Moon Jae In comes with a different approach from the previous leadership. The research method used is qualitative research by using descriptive-analytic research and utilizing secondary data. This study uses the concept of foreign policy and predominant leader from Margaret G. Herman et al, to describe what kind of leadership style is suitable for Moon Jae In's leadership. The results of this study founded that Moon Jae In acts as a strategic and charismatic leader, where in every action taken involves other people such as his meeting with the president of the United States, Donald Trump, and ex-victims of comfort women in his meeting at the Blue House. Moon Jae In can be classified as a dominant leader who is driven because of being responsive to a situation (situationally/contextually responsive), coming from a liberal party and upholding human rights and civil society, of course making Moon a flexible and cared for the situations that befell survivor victims of comfort women.
