Abstract
Background of The Research In Today digital-world era, where people attempted to maximize the using of technologies to assists any kind of daily activities. Starts from the simple to complicated, from entertaining to work related. Thus technologies operates and being used as efficient as possible. The efficiency of technology directing many people in objecting certain purpose and goals then generate benefits and satisfaction by personal user or organization as a whole user. It becomes crucial as the technologies also as guidance for every steps people heading to, becomes a standard of progression, all along to aimed purposes and goals. The purpose of technology literacy is to improve learning, productivity and performance (Mason and Rennie, 2006).. Different purpose of technologies provided to human-interactivity and many kind of activities, such as for social-interaction, entertainment, business, education, job related procedural, and another beneficial purposes. Technology has a wider application for business and commercial transaction (Mason and Rennie, 2006). Thus, the rapid development of information communication technologies (ICT), internet technologies and Web-based applications have created unprecedented opportunities for conducting learning (Cheng, 2011). It has led to the great potential growth of electronic learning (e-learning) in recent years (Liu et al., 2009). Those phenomenon constitute e-learning as a powerful tool which helps organizations deliver the learning content to employees and to educate and train anyone, anytime and from anywhere (Baylari & Montazer, 2009) E-learning is being used to find solution and enhance knowledge .The important roles that e-learning plays in accessing, collecting, analyzing and transferring of information and knowledge (Bates, 2005) The greatness advancement of technology that keep improving with new innovation forcing human to get used over the changing, and e-learning as what Tham and Werner (2005) demonstrated that higher education sector must keep abreast with technological changes through providing ideal learning environment in order to respond to changing demand. John Chambers, the CEO of Cisco Systems, made prediction that the Biggest growth in Internet, and the area that will prove to be one of the biggest agents of change , will be E-learning. The term of flexible learning is a favorite in Australia and in the following description refers to e-learning as a subset of flexible learning E-learning in Indonesia began in mid-nineties with the advent of internet preceded by information technology introduction in Indonesia late 70s and early 80s. However, those e-learning initiators hit hard by the economic and political crises which hit Indonesia in 1997s until early 21st century (Sulistyo, 2007). Beginning in the year 2000, number of organizations took initiatives conducting e-learning within organizations environments, and rapidly arise toward the years. E-learning even become part of the procedure for today modern system of education, example like Labshool Senior High School in Jakarta, the school used e-learning as part of education system whereas e-learning is a place for students interaction, independently accessing knowledge and enhancing knowledge. And also for effectivity process of education between students and teacher, e-learning help students to do remedy for better grades. Thus example about what Labschool has been done prove us how the advancement of technologies following up human activities these recently days in Indonesia educational learning system Besides using of e-learning in education sectors, in Business sector e-learning also become one of the indicators of company’s competitive advantages. The advancement of technologies and knowledge collaboration become one of the strength of company to answer the challenges of modern technology era and also as a bullet to maximize the internal ability to giving more values to the company and external party. According to scholarly reviews on e-learning literatures, it highlighted that e-learning competitive advantage can be examined from the perspective of satisfaction (Sun et al., 2006), continuous improvement (Clarke et al., 2005) and interactions as felt by e-learners. Beside that e-learning become the number one technology-based learning and performance support method in which organizations likely to invest, according to recent research by Impact Instruction Group. Aside from business sector, Government sector also take opportunity on today modern digital learning system, utilized to improve employee quality and maximize public services. Indonesia’s Government Financial Services or Direktorat Jenderal Perbendaharan (Ditjen PBN) applying e-learning networking to make it able to the registered employees in account to learn something relates to the job and being able to access it in anytime and anywhere. The purposed of e-learning at Ditjen PBN , played role as place to facilitated employee that intent to improving educational insight and training (Diklat) , as partial indicator of how well the understanding of employees in soft skill area or hard skill area, and recently being used as Employee Assessment. The procedural of e-learning as facilitator for employee is to do interaction with the available courseware. The form of courses can be accessed through Video, Audio, E-book, FLASH (PDF) and Quiz. If employees struggled in performing or have some question related to e-learning procedures, the content on e-learning provides column for employee to comment rather to ask something or give suggestion that later on would be answered by Admin or the Instructor The using of e-learning used by individual for personal benefits and by the massive group for corporate benefits have been well planning from right at the start because e-learning saved operational time of employees, e-learning also provides an easy way for employees to learn without have to go to learning place center. e-learning in Ditjen PBN website provides materials about financial information and then quiz to score employee indicating the understanding to the courses. The information provides by e-learning of Ditjen PBN are information about financial procedural, Information about procedural systems that being used in Ditjen PBN, also general knowledge about technology information like how to operate windows 7, how to use Microsoft excel 2007, and another sort of beneficial information. Beside of all good impact from the explanation of the literature and theories prediction regards to e-learning, there are some of struggles were found in the reality about implementing these sources of as what they called “agent of change”. study conducted by a team at James University, There have been dropout rates in results, The top five reasons lack of motivation (36%); instructional design related factors and learning style mismatch (36%); time conflicts with world and family commitments (33%); learning what one needed to know and being able to do the job before the end of course (25%); organizational support and follow-up on completion (negligible) (Wang et al.,2003). Also a study at Sun Microsystems reported that 75% of employee dropped out of self-directed online courses. People couldn’t find the materials fast enough, didn’t have enough time to complete the courses , got bored, and/or had too many interruptions while trying to learn at their desk (Osberg, 2002) Previous study has proved that motivation factors have high participation in leading to the failure or success of e-learning implementation. The disposition and commitment of the learner to learn, in other words, motivation, is considered to be the most important factor influencing learning effectiveness (Mason et al., 2007). Motivation to learn defined as factors that energize and influence directly individual behavioral patterns organized around a learning goal. There are two kinds of motivation which is extrinsic motivation and intrinsic motivation. Construct of extrinsic motivation, perceived usefulness and perceived ease of use have been extensively investigated by many studies using different samples and have been generally verified to be crucial determinants in affecting Information System (IS)/Information Technology (IT) acceptance and usage (Cheng, 2011) Furthermore, e-learning considered would be fail for users if they didn’t make best use of benefits that being provided on e-learning system. System functionality is a very important factor that is related to a system’s characteristics (Alenezi, 2012). It is likely to be a pre-implementation factor that could has its impact on users willingness on e-learning system usage tools. System functionality also become one of important factors in contributing the successful of implementing e-learning and how user rates e-learning works as what is expected and well functions in the process. System functionality indicates how well the function has been operate in Ditjen PBN’s e-learning, and it needs more investigation rather it already well functioned and operates by all the employees, indeed the successful of e-learning implementation could be felt both from the employees and organization Based on the explanation of the problems ,author do research about the role of perceived usefulness, perceived ease of use and system functionality using technology acceptance model (TAM) to figure out users intention to use e-learning. This research soon hopefully can provide the regard authorities to find solution of the problem and making the best used of the data for better innovation and improvisation on e-learning.
