Abstract

This study aims to analyze Angela Merkel's perceptions in establishing the German Open Door Policy to respond to the European refugee crisis in 2015. This research has its own urgency because Germany as the leader of the European Union implements a policy which is too contrast to compared to aother EU memberstates. In the domestic sphere, this policy has drawn protests and criticism from the public, opposition parties, Merkel's party, interest groups and the European Union itself. Even the stipulation did not involve the democratic vote of the Bundestag (level I parliament). Despite reaping many rejections, Merkel remains adamant about enforcing her controversial policy. This shows that there is a point of view or perception of Merkel in seeing the refugee crisis so that she established the Open Door Policy. This study uses a framework of thinking about the relationship between perception and decision making according to Ole R. Holsti. This study used a qualitative research method with a descriptive analytical approach using secondary data. Furthermore, based on the framework related to Holsti's perception, this study found that belief systems and images influence Angela Merkel's perception that Germany must be a leading role in responding to the refugee crisis infront of the European Union region and also infront of the world.
