Abstract

ABSTRAK IRWAN FIRMANSYAH, 1410812003 Jurusan Sosiologi, Fakultas Ilmu Sosial dan Ilmu Politik Universitas Andalas Padang. Judul Skripsi : Kegagalan Pemerintah Menjaga Hutan Lindung : Studi Kasus Penertib.an Objek Wisata Yang Berkembang Di Kawasan Cagar Alam Kabupaten Tanah Datar, Sumatera Barat. Pembimbing I Drs. Alfitri, M.S., Pembimbing II Prof. Dr. Afrizal, M.A Kawasan lindung dapat dimanfaatkan dengan ketentuan dengan adanya perizinan dari Balai KSDA yang diteruskan kepada Kemetrian Kehutanan. Akan tetapi di Lembah Anai semenjak awal tahun 2000 berkembang tempat usaha. Terdapat 7 tempat usaha pemandian alam dan rumah makan telah berdiri disekitar kawasan Lembah Anai. Beberapa bentuk usaha tersebut tidak mengantongi izin langsung dari pemerintah selaku pemegang kekuasaan. Balai KSDA berupaya menertibkan tetapi tidak berhasil. Penelitian ini meneliti penyebab- penyebab kegagalan itu. Tujuan penelitian ini adalah 1) Mengidentifikasi para pelaku usaha objek pemandian tanpa izin di kawasan Lembah Anai. 2) Mendeskripsikan upaya dan kendala pemerintah dalam menertibkan kawasan Lembah Anai. Penelitian ini menggunakan teori Kekuasaan Anthony Giddens. Metode yang digunakan adalah metode penelitian kualitatif dengan tipe deskriptif. Informan penelitian dipilih dengan menggunakan teknik purposive sampling dan dalam pengumpulan data digunakan teknik observasi dan wawancara mendalam. Usaha kolam renang yang dikembangkan di Lembah Anai sejak awal tahun 2000 merupakan usaha tanpa izin. Usaha pemandian ini bertumbuh secara perlahan-lahan dan sampai sekarang telah berdiri 7 kolam pemandian alam. Balai KSDA selaku pemegang wewenang atas kawasan tidak berhasil menertibkan kawasan pemandian alam ini. Balai KSDA telah melakukan beberapa upaya diantaranya pembujukan agar meninggalkan kawasan Lembah Anai. Selain itu, Balai KSDA dan pemerintah daerah bekerja sama memasang plang peringatan dikawasan tersebut. Semua usaha yang telah dilakukan dalam penertiban kawasan tersebut tidak pernah berhasil dalam pernertiban kawasan Lembah Anai. Kendala yang dihadapi oleh pemerintah adalah para pelaku melakukan perlawanan dan menentang setiap tindakan yang dilakukan pemerintah dan menganggap kawasan tersebut tanah ulayat mareka dan mereka merasa memiliki hak atas kawasan tersebut. Thesis Title: The Failure of the Government to Protect Protected Forests: A Case Study of Order of Tourism Objects in Nature Reserves Tanah Datar District, Sumatera Barat. Advisor I Drs. Alfitri, M.S., Advisor II Prof. Dr. Afrizal, M.A Protected areas is allowed utiliz with the provision that there is a permit from the Natural Resources Conservation Center which is forwarded to the Ministry of Forestry. In Anai Valley, since the beginning of the year 2000, there has been a development in the area several business. There are 7 natural swimming pool and restaurants have been established around the Anai Valley area. The businesses do not havet permission from the government. Natural Resources Conservation Center of Sumatera Barat tried to bring order but was unsuccessful. This research examines the causes of failure. The purpose of this study is 1) Identifying the business objects of unauthorized bathing objects in the Anai Valley region. 2) Describe the government's efforts and constraints in controlling the Anai Valley region. This research uses the theory of Anthony Giddens's Power. The method used is a qualitative research method with a descriptive type. Research informants were selected using purposive sampling techniques and in data collection techniques were used in-depth observation and interviews. The swimming pool business that was developed in the Anai Valley since early 2000 is a business without a permit. The bathhouse business is growing slowly and up to now, there have been 7 natural bathing pools. Natural Resources Conservation Center of Sumatera Barat as the holder of authority over the area did not manage to bring order to the natural bathing area. It has made several efforts including persuasion to leave the Anai Valley area. Also, Natural Resources Conservation Center of Sumatera Barat and the regional government worked together to install warning signs in the area. All the efforts that have been made in controlling the area have never been successful in controlling the Anai Valley region. The obstacle faced by the government is that the perpetrators resist and oppose every action taken by the government and assume the area is their customary land and they feel they have rights over the area.
