Abstract

No technology can predict when natural disasters will occur. Padang City is one of the cities in Indonesia, which is a prone disaster. Emergency response planning is needed to reduce the impact caused by the hazards that arise. A critical component in disaster response is the location of a disaster warehouse. The location of the warehouse is very influential in the distribution system for disaster relief because the warehouse is a place for storing and distributing disaster logistics assistance. Therefore, the researcher feels it is necessary to determine the method related to the selection of the right location in determining the location of warehouses for the City of Padang in the emergency response phase. The purpose of this study was to determine the site of a logistics warehouse in the emergency response phase in Padang City to optimize the distribution of disaster relief. The stages of the research started with the identification of criteria obtained from the literature and interviews with relevant experts. After that, identify alternative warehouse locations. Then we calculate the weight for each criterion using the Analytical Hierarchy Process (AHP). Furthermore, ranking alternative sites available with the Comparative Performance Index (CPI) method. The CPI method allows the selection of warehouse facility locations with several alternatives and criteria considered. Alternative sites include all villages in the safe tsunami zone in Padang City. Determination of criteria for site selection based on the characteristics of the real system of logistical assistance distribution, including population density, availability of land, the distance from the entrance of Padang city to the warehouse location, and the distance from the warehouse to the final evacuation site. The results of the location analysis show that Balai Gadang village, as the location of a disaster logistics warehouse for Padang City. Keywords: disaster, CPI, village, warehouse location selection
