Abstract

During the period of time where United States decided to withdraw from the Paris Agreement, there are a lot of researches conducted that identified how these entire decisions of doing a clean exit from this global consensus was merely a manifestation of Trump and his egoism as a leader. This research aims to describe the reason behind United States’ decision to finally leave Paris Agreement, a worldwide biggest climate consensus arranged by the entire UNFCCC member states at the 21st COP held in Paris, on 2015 by not only looking and observing at Trump, but also any other aspects and actors that might take a part. This research is conducted and analyzed using a concept introduced by Robert D. Putnam on his writings called Diplomacy and Domestic Politics: The Logic of Two-Level Games. Through this conceptual framework, Putnam has explained that a foreign policy is a manifestation of international and domestic level of influences and considerations. The research method used is qualitative with an explanatory type of research. Facts and data being stated in this research are mainly coming from the secondary sources. According to Putnam’s logic of Two-Level Games, this research found that there were various kinds of encouragement coming from the international level as well as the domestic level, which eventually lead United States to cancel any kind of participation and commitment they have towards Paris Agreement under Trump’s administration. Throughout the entire process of analysis, there are actually various types of considerations that is being catered by this decision of leaving Paris Agreement, the most important is how Paris Agreement is not going hand in hand with Trump’s administration political orientation not to mention there are also several influence coming from interests group and non-government actor.
