Abstract

This study analyzes the determinants of the high school participation rate across 34 Indonesian provinces during 2015–2025. Previous studies have primarily focused on household- or national-level analyses, providing limited evidence on how provincial socioeconomic characteristics jointly influence high school participation over time. This study employs panel data regression using a lagged Fixed Effect Model with robust standard errors to control for unobserved provincial heterogeneity and potential simultaneity. The results indicate that poverty has a negative and statistically significant effect, while average years of schooling have a positive and statistically significant effect on high school participation. In contrast, urban households and the natural logarithm of the school-age population have positive but statistically insignificant effects. The provincial fixed effects reveal substantial heterogeneity, suggesting that unobserved historical, institutional, socioeconomic, and geographical characteristics continue to influence educational participation. These findings highlight the importance of reducing poverty, improving educational quality and accessibility, expanding educational infrastructure, and strengthening financial assistance programs while considering province-specific characteristics to promote equitable access to secondary education across Indonesia.
