Abstract

ABSTRAK AHMAD DARISMAN. 1410812007. Jurusan Sosiologi, Fakultas Ilmu Sosial dan Ilmu Politik, Universitas Andalas. Judul Skripsi Alasan Warga Menempati Bangunan Permanen di Tanah Milik PT KAI di Nagari Muaro Kecamatan Sijunjung. Pembimbing I Drs. Alfitri, MS dan Pembimbing II Dr. Indraddin, M.Si Penelitian ini dilatarbelakangi oleh warga yang menempati bangunan permanen di tanah milik PT Kereta Api Indonesia (PT KAI) di Nagari Muaro Kecamatan Sijunjung. Sedangkan efek tergusurnya bangunan warga semakin besar dengan adanya proyek pemerintah yakni Trans Sumatra Railways. Tentu dengan menempati apalagi mendirikan bangunan permanen yang biayanya lebih mahal dibandingkan mendirikan bangunan semi permanen ataupun kayu. Tujuan penelitian ini adalah; 1) Mendeskripsikan cara masyarakat menempati bangunan di tanah milik PT KAI; 2) Mendeskripsikan pandangan warga tentang status kepemilikan tanah yang mereka dirikan bangunan tersebut; 3) Mendeskripsikan alasan masyarakat tetap menetap di tanah PT KAI setelah sosialisasi pengaktifan rel kereta api kembali. Untuk mencapai tujuan penelitian, dilakukan wawancara kepada enam orang informan pelaku dan dua orang informan pengamat. Penelitian ini menggunakan teori tindakan sosial yang dikemukakan oleh Max Weber. Penelitian ini menggunakan metode kualitatif dengan tipe penelitian deskriptif. Pengumpulan data dilakukan dengan wawancara mendalam dan observasi. Informan penelitian diambil secara purposive sampling. Cara masyarakat mendapatkan izin berdasarkan penelitian yang dilakukan ialah; 1) Mendirikan bangunan melalui pegawai PT KAI; 2) Pindah Tangan; 3) Membeli Bangunan; 4) Menyewa bukan kepada pihak PT KAI. Sedangkan masyarakat menilai status kepemilikan yang mereka dirikan bangunan adalah; 1) Sadar tanah milik tanah PT KAI; 2) Merasa tanah milik PT Ombilin; 3) Sebatas menyewa bangunan. Lalu alasan masyarakat tetap menetap setelah mengetahui peraturan dari PT KAI karena adanya pembiaran dari PT KAI dan ketidakjelasan kapan dimulai pembangunan. Thesis’s Title: Reason of Cummunity to Built a Permanent Building in PT KAI’s Area at Muaro, Sijunjung Subdistrict. Supervisor I DRS.Alfitri, MS. and Supervisor II Dr. Indraddin, M.Si. This research was motivated by residents who occupy permanent buildings on land owned by PT Kereta Api Indonesia (PT KAI) in Nagari Muaro, Sijunjung District. While the effect of displacement of residents' buildings is even greater with the presence of a government project namely Trans Sumatra Railways. Of course, by occupying moreover erecting permanent buildings whose costs are more expensive than erecting semi-permanent or wooden buildings. The purpose of this study is; 1) Describe the way the community occupies buildings on land owned by PT KAI; 2) Describe the views of residents about the status of ownership of the land they built the building; 3) Describe the reasons for the community to remain on PT KAI's land after the socialization of reactivation of the railroad tracks again. To achieve the research objectives, interviews were conducted with six perpetrators and two observers. This study uses the theory of social action proposed by Max Weber. This research uses a qualitative method with descriptive research type. Data collection is done by in-depth interviews and observations. Research informants were taken by purposive sampling The way for the community to obtain a permit based on research is; 1) Building a building through PT KAI employees; 2) Change Ownership; 3) Buying a building; 4) Renting out not PT KAI. Whereas the community assessed the ownership status of the building they built was; 1) Conscious of land owned by PT KAI's land; 2) Feel the land belongs to PT Ombilin; 3) Limited to renting buildings. Then the reason the community remained settled after learning of the regulations of PT KAI was because of the omission from PT KAI and it was unclear when the construction began.
