Abstract
The invitation of the President of the Republic of Indonesia, Joko Widodo to "Love Local Products" has given birth to many policies related to the Use of Domestic Products, namely: Presidential Instruction number 2 of 2022 concerning the acceleration of the increase in domestic production and products of micro, small and cooperative enterprises in order to succeed the national movement of proudly made in Indonesia in the implementation of government procurement of goods/services and circular letter of the Minister of Education, Culture, Research and Technology number 18 of 2022 concerning the use of domestic products in the procurement of goods/services in the Ministry of Education, Culture, Research and Technology. This study aims to determine how the implementation and success rate of the Domestic Component Level (TKDN) policy in the General Bureau and Procurement of Goods and Services of Kemendikbudristek. The research method used is a descriptive method with a qualitative approach. Data was collected through in-depth interviews with relevant officials, document analysis and direct observation of the policy implementation process related to the Domestic Component Level (TKDN). The results showed that the use of local products has been well realised, where the Ministry/Institution that has the largest budget ceiling for goods/services expenditure has a Domestic Product (PDN) realisation value against the commitment value of 92.34%. The implementation of the TKDN policy has been well conveyed, starting from the implementor to the target/target group. The Ministry of Education and Culture also provided support for the implementation of the TKDN policy by shifting spending from imported electronic products to domestic products amounting to Rp.1,277 T. The study also identified several key challenges in the implementation of TKDN, including limited capacity of local products, quality of domestic products, and understanding and compliance with TKDN regulations by procurement actors. Efforts are needed to increase the capacity and quality of domestic products, as well as more massive socialisation and more intensive training and research development related to increasing the capacity and quality of domestic products. This study recommends a reduction from the 40% TKDN percentage that must be in place, increased coordination between government and industry, and periodic evaluation of the TKDN policy to ensure its effectiveness in supporting national economic development.
