Abstract

This thesis consists of 153 pages with references to the theory of 20 books, 4 books method, 4 thesises, 1 Region Regulatory, 1 Legislation, 1 work program, and 1 internet website. Alms is one of the potential that can be harnessed to reduce poverty through an appropriate distribution. "Agency Regional Amil Zakat (BAZDA)" Padang distribute aims received one through the "Business Development Fund (DBU)". The program is distributing alms to the poor who already have a business with a return system for one year without interest. DBU program has a goal that can improve the life of the poor out of poverty. Therefore, this study aimed to evaluate the impact achieved by the program. This research uses a single evaluation before-after program proposed by Fintsterbusch and Motz which will be presented how the impacts on the target groups before and after getting a program, and then evaluate it. To fecilitate the measurement of the impact of the researcher used six indicators of economic output proposed by Fintsterbusch and Motz. Writing this thesis uses a qualitative approach to collect data on the impact of the program through interviews with people who got programs, obsevation and other related documentation. To check the accuracy of the information obtained, the writer did triangulation of data to the program implementor Bazda Padang. The results of this study concluded that the impact is felt only on indicators of income recipients, living standards and prosperity especially income and indicators of the availabilit}' of goods and services. The impact is felt only the short-and long-term goals have not been reached the program. This is partly due to fewer grants, low motivation for developing and fostering not optimal. So that program is expected to work well over the program implementor coaching to further optimize the receiver program. Keywords: Poorness, Program DBU, Impact Evaluation
