Abstract
ABSTRACT This study aims to analyze the norm construction process by The Korean Council through its efforts to voice about justice for comfort women issue in South Korea. The Japanese government’s denial of the issue of comfort women stimulated The Korean Council to spread comfort women’s norms and urged the Japanese government to take responsibility for them. The persuasion process of norm construction by Rodger A.Payne is appropriate to explain the pattern of these activities. This study uses a qualitative approach with descriptive writing method and uses literature review. Based on this study researcher found that the Korean Council in its efforts to urge the Japanese government through dissemination and dramatization of issues symbolically in the Wednesday Demonstration and communicative actions by sending recommendations on solutions to persuade other actors who were targeted to receive and spread issues of justice for comfort women. This phenomenon has influenced the Korean and Japanese governments to compile the resolution of comfort women issue in Agreement 28 December 2015.
