Abstract

ABSTRACT Turkey was a closed country for immigrants. But, in 2013, Turkey changed this foreign policy to be an open country for immigrants through Law on Foreigners and International Protection. Even, in 2019, Turkey is the largest country in receiving refugees. This research aims to analyzes Turkish Foreign Policy Change on immigrants. To analyse it, this research use Foreign Policy Change Concept by Blavoukos and Bourantonis. The method of this research is qualitative with explanatory design. The data analysis technique of this research is initiated by the process of data reduction, data presentation, then drawing conclusions and verification. This research found that Turkish foreign policy change was in the form of adjustment change caused by Turkey's desire to become a member of the European Union, the encouragement of President Abdullah Gul and Prime Minister Erdogan as well as the change in Turkish political culture to Neo-Ottomanism were also causes of Turkey's change in foreign policy.
