Abstract

ABSTRAK Penelitian ini membahas mengenai upaya yang dilakukan oleh Nonviolent Peaceforce (NP) dalam membantu proses perdamaian pada konflik yang terjadi di Filipina Selatan. Di Filipina Selatan telah terjadi konflik bersenjata yang berkepanjangan yang melibatkan Bangsa Moro dengan Pemerintah Filipina, berbagai upaya penyelesaian telah dilakukan namun konflik terus terjadi. Untuk itu, NP membentuk tim untuk membantu proses perdamaian yang berjalan. NP merupakan satu-satunya INGO yang tinggal langsung di wilayah konflik, dalam menciptakan safe space NP melibatkan setiap pihak seperti masyarakat, pemerintah dan juga kombatan. Menarik untuk melihat bagaimana NP dapat menciptakan safe space menjelang penandatangan Comprehensive Agreement on Bangsamoro (CAB) pada 2014. Tujuan penelitian yaitu untuk menganalisa upaya NP dalam membantu proses perdamaian konflik antara Bangsa Moro dengan Pemerintah Filipina di Filipina Selatan sebagai strategi operasi perdamaian non-militer. Penelitian dibahas dengan menggunakan konsep Unarmed Civilian Protection (UCP) dengan metode kualitatif. Penelitian melihat tindakan yang dilakukan NP sebagai aktivitas UCP dalam konflik di Filipina Selatan. Adapun hasil dari penelitian ini menunjukkan bahwa NP melakukan hampir setiap metode UCP dengan baik. Kerja NP dalam memfasilitasi dialog diberbagai tingkat dan melakukan pengawasan terhadap perjanjian gencatan senjata menjadi aktivitas yang paling berpengaruh dalam terciptanya safe space sehingga dapat terjadi negosiasi. Aktivitas tersebut berpengaruh pada terbukanya ruang negosisasi antara masyarakat, pemerintah, dan kombatan yang pada akhirnya terjadi perjanjian perdamaian CAB pada Maret 2014. Hasil dari CAB yaitu terbentuknya Bangsamoro Basic Law (BBL) yang ditandatangani pada 2018. ABSTRACT This research examines efforts that has been done by Nonviolent Peaceforce (NP) to assist the peace processes on Conflict in the Southern Philippines. In Southern Philippines, the armed conflicts happened for long time involves Bangsa Moro with the Government of Philippines, some peace efforts has been made but conflicts still happen. Therefore, NP creates a team to assist the ongoing peace processes. NP is the only INGO that lives directly in conflict areas, in creating safe space NP involves every party such as the community, government and combatants. It is interesting to see how NP can create safe space ahead of the signing of the Comprehensive Agreement on Bangsamoro (CAB) in 2014. The purpose of research is to describe NP efforts to assist the peace processes between Bangsa Moro with the Government of Philippines in the Southern Philippines as a non-military peace operations strategy. This research described with Unarmed Civilian Protection (UCP) concept. This research observes the actions taken by NP as UCP activities on Conflict in the Southern Philippines. Results of this research indicate that NP performs almost every UCP method well. NP’s work in facilitating dialogue at various levels and monitoring the ceasefire agreement is the most influential activity in creating a safe space so negotiations can occur. This activity resulted in the opening of a space for negotiation between the community, government, and combatants which in the end occurred the CAB peace agreement in March 2014. The result of the CAB is the establishment of the Bangsamoro Basic Law (BBL) which was signed in 2018.
