Abstract
This research aims to analyze the process of decision making proses of Indonesian rice imports policy that imported from Vietnam in the era of President Jokowi's administration. The pros and cons of rice import policy occur every year, especially the community those in the agricultural sector due to feeling disadvantaged by rice import policies, so that government agencies often experience differences of opinion, especially in the matter of national rice stock statistics (SBN). So, this researh will analyze the process of rice import policy using concept of Bureaucratic Politics Model (BPM) by Graham Allison with 3 indicators they are Stand-sit, Bargaining, dan Resulting Preposition. This research uses qualitative methods and data collection techniques specifically literature studies. The results of this study are based on the position and bargaining power of each ministry which is a pillar in making rice import policy, the Ministry of Trade is the pillar that has the strongest position and bargaining power in the process of taking rice import policy from Vietnam with the interests of the Ministry of Trade as price stabilizers food trade, also has direct privillage based on the Minister of Trade Regulation (Permendag) in Indonesia related to the rice import policy.
