Abstract

Thesis with the title "The Impact of the Allocation of Special Autonomy Funds on the Economic Development of Papua Province''. This was written by Yohanis Walopka NIM 1610519001, with his thesis supervisor, Dr. Fajri Muharja., SE, M.Sc. The research in this thesis is motivated by various problems in the socio-economic aspects of the people in Papua Province, namely in the fields of education, health and infrastructure development which have not been evenly distributed throughout the Kabupaten area and cities in Papua Province and the quality of human resources is very minimal. Therefore the allocation of special autonomy funds in what has been stated in Law no. 21 of 2001 concerning Special Autonomy (Otsu) for the Province of Papua for 20 years from 2002-2020 has had a positive impact on both physical and non-physical development. The formulation of the problem in writing this thesis is (1) How does the human development index in Papua Province affect the allocation of funds in the form of Special Autonomy (Otsus)?, (2) What are the supporting and inhibiting factors in utilizing and optimizing the allocation of Special Autonomy funds (Otsus) so that they make an optimal contribution to the economic development of the Province of Papua?, (3) What are the positive and negative impacts of the allocation of Special Autonomy funds (Otsus) in the economic development of the Province of Papua?
