Abstract
This research aims to analyze the accessibility of microfinancing cooperation between Breeder Farmers and the Central Seed Lubuk Minturun and the effectiveness of microfinancing cooperation. This study used a descriptive qualitative method. The sampling method used was non-probability sampling with census sampling techniques. The data were collected using participant observation and in-depth interviews. The variable used for the first objective is the procedure of accessing microfinance cooperation. While variables for the second objective are: 1) Increasing revenue; 2) Preparation of capital budget allocation plans; 3) Realization of production capital budget; 4) Evaluation of the use of the business capital budget. The findings show that the accessibility of microfinancing cooperation in the Central Seed Lubuk Minturun is limited specifically to groups of breeder farmers who have competency certificates and comply with procedures. The purpose of microfinance cooperation is to encourage increased revenue. All of the breeder farmers experienced an increase in revenue before and after undergoing the financing collaboration. Even though there has been an increase in revenue, the breeder farmers only act as price takers in the cooperation system. The price of seeds offered by Central Seed Lubuk Minturun is much lower than the market price. Budget planning must be in sync with both parties, not just Central Seed as a government agency. The maximum realization of the budget has yet to be achieved due to a lack of supervision, which allows breeders to make allocations outside of production costs.
