Abstract

Padang has a high vulnerability to disasters, one of them is flood. In flood situation, water is a critical item required by the victims since people cannot be survived without water within 3-4 days. In flood disaster in 2016 water treatment plant as sources of water for victims get damaged by the flood, besides that the wells owned by victims also get contaminated by the mud. Based on the experience of 2016 Padang flood disaster, there are some victims who did not receive any water aids and there is no certainty of time to receiving the water supply. This research is conducted a model about water distribution in disaster relief during emergency response to maximize service level in order to fulfilling the need of water for the victims and minimize item movement to obtaining efficiency the distribution of clean water with available resources in emergency response phase, with decision variable the amount of delivery item sent from some sources to some destination used some vehicle in some trip. This research developed a model that helps decision makers to regulate water distribution to some destinations in order to maximize the fulfillment of relief items and efficiency of the distribution of water with available resources in the emergency response phase. The proposed model also provides a schedule for vehicles to distribute water from some sources to all affected areas and can be used for various disaster scenarios, besides that the proposed model provides the result of service level comparing with the number of available vehicles and the maximum limits of the trip for each vehicle. So stakeholders can prepare the needs of resources include vehicle and driver in order to minimize the number of alleviating victims Keywords: disaster, response phase, water relief distribution.
