PUBLIC HEALTH STUDY PROGRAM POST GRADUATE, ANDALAS UNIVERSITY Tesis Juli 2018 Nofriyenti, 1520322027 ABSTRACT ANALYSIS OF FACTORS THAT INFLUENCE THE FULLESTING OF COMMUNICATION CONTACT INDICATORS AND RATIO PARTICIPANTS OF PROLANIS ROUTINES TO VISIT AT PUSKESMAS IN DISTRICT PADANG PARIAMAN IN 2017 The numbers of communication contact and the ratio of routine prolanists visiting the publich health centre (Puskesmas) are the two of three indicators of the capacity of Service Commitment Based (Kapitasi Berbasis Komitmen Pelayanan) This Service is a payment system of the Health Social Assurance Board (BPJS) for The Public Health Centre Which is Based on the Acomplishmentor the Indicators achievement as a tool to increase the service quality. The Achievement can be either in a safe zone or in an unsafe zone. The Numbers of payment are depended on the achievement to those indicators, as refered to the letter both from health minister and Health Social Assurance Board No HK 03.03/IV/053/2016 and No 01 about implementing and monitoring the service commitment on the first level –Health Facility. This Research is aimedat analyzing some factors influencing the indicators achievement on the numbers of communication contact and on the ratio of routine prolanists visiting the publich Health Centre in Padang Pariaman Regency. This study is a qualitative research by using a method system. The primary data collection is conducted with observations, deep interviews, and focus group discussion toward the informants. The informants are the Chief of Health Dept Padang Pariaman, the chief of Health Social Assurance Board Padang Pariaman. The Chief of quality and fund control, the chief of Publich Health Centre and the Chief of The Capacity of Service Commitment Based in The Publich Health Centre, then , the Secondary data are collected by observing and analyzing the Documents of Health Dept Padang Pariaman,The documents of Health Social Assurance Board and the data of the Publich Health Centre in Padang Pariaman Regency those data then analyzed with a triangulation method. The findings show that the policy of Capacity Service commitment Board is authorized by the National Health Minister and The Health Social Assurance Board This policy still needs either socialization or technical guidance from The Health Dept and the Health Social Assurance for all staffs of Puskesmas. Then, The indicators achievement to the numbers of communications contact is influenced by the method, the action plans, and the discipline of staffs in entering the data of communication contacts and the data of prolanists visits, Meanwhile, for the ratio indicators of prolanists visit to Puskesmas is influenced by the quality of human resources and the methods of the actions. KBKP merupakan system pembayaran kapitasi dari BPJS Kesehatan kepada Puskesmas berdasarkan pemenuhan atau pencapaian tiga indikator yang diterapkan sebagai upaya peningkatan kualitas pelayanan., pencapaian indicator dapat berupa zona aman dan zona tidak aman, besaran pembayaran dilakukan sesuai dengan pencapaian ketiga indikator yang mengacu kepada Surat Edaran Bersama Kementrian Kesehatan dan BPJS Kesehatan No.HK 03.03/IV/053/2016 dan No.01 tentang Pelaksanaan dan Pemantauan Penerapan KBKP pada Fasilitas Kesehatan Tingkat Pertama Penelitian ini bertujuan untuk menganalisis faktor-faktor yang mempengaruhi pemenuhan indicator angka kontak komunikasi dan ratio peserta prolanis rutin berkunjung pada Puskesmas di Kabupaten Padang Pariaman. Jenis penelitian ini kualitatif dengan menggunakan metode system.Data primer dikumpulkan dengan melakukan observasi dan wawancara mendalam serta focus group discussion terhadap informan pada penelitian ini yang terdiri dari Kepala Dinas Kesehatan Kabupaten Padang Pariaman, Kepala BPJS Kesehatan Kabupaten Padang Pariaman, Ketua Tim Kendali Mutu dan Kendali Biaya, Kepala Puskesmas dan Penanggung jawab KBKP di Puskesmas. Data sekunder dikumpulkan dengan menelusuri dan menelaah dokumen milik Dinas Kesehatan Kabupaten Padang Pariaman, BPJS Kesehatan dan Puskesmas dan selanjutnya dianalisis dengan melakukan metode triangulasi. Hasil penelitian ini menunjukan bahwa kebijakan pelaksanaan KBKP ini telah dikeluarkan oleh Kementrian Kesehatan dan BPJS Kesehatan. Namun masih diperlukan sosialisasi atau bimbingan tekhnis dari Dinas Kesehatan dan BPJS Kesehatan kepada seluruh pegawai puskesmas. Pada pencapaian indicator angka kontak komunikasi dipengaruhi oleh metode atau perencanaan kegiatan dan kedisiplinan petugas dalam menginput hasil kontak atau kunjungan KK, sedangkan untuk indikator ratio peserta prolanis rutin berkunjung ke puskesmas dipengaruhi oleh SDM dan metode pelaksanaan kegiatan.
