Abstract
This research is based on the practice of transferring hazardous or B3 toxic waste. Increasing the number and transfer of B3 waste by developed countries is not followed by adequate facilities; both in terms of technology, accommodated area, overlapping environmental rules and expensive waste treatment costs. So that, the practices threatens human health and environmental damage in developing countries. This study aims to analyze the reasons for the formation of the Indonesia-Japan Economic Partnership Agreement (IJEPA) in accomodating the transfer of B3 waste as one of the commodities treated with a reduction in tariffs and non-tariffs like trade commodities. This type of research is a literature study with formal methods in International Relations by D.Marc Kilgour and Yael Wolinsky regarding Game Theory and International Environmental Policy. The concept used the result of the synthesis of the writings of Robert Keohane and Kenneth A. Oye in Mary Jamilah's writings that identify self-interest and mutual benefits as the reason for the formation of international cooperation. Then, the results of the study show that the IJEPA cooperation was agreed upon because firstly, the mutual benefit of cooperation in the form of trade facilities from commodities, services and investments of the two countries outweighed the sanctions given by the Basel convention in consideration of mutual defection. Secondly, Indonesia's national interests in the form of industrial facilities development, ease of market access and reduction of trade rates can be accumulated through IJEPA, on the other hand Japan can promote 3R policies, reduce the amount of hazardous waste in the country and secure its population from environmental pollution. Therefore the IJEPA was agreed as an international collaboration. Keyword: Hazardous Waste, IJEPA, International Cooperation
