Abstract

Jurusan Ilmu Politik, Fakultas Ilmu Sosial dan Ilmu Politik, Universitas Andalas judul Skripsi “Kendala Pelaksanaan Janji Mahyeldi Emzalmi Dalam Pengadaan Terminal Kota Padang” Dibimbing Oleh: Prof.Dr. Sri Zul Chairiyah, MA. Skripsi ini terdiri dari 88 Halaman dengan referensi 7 Buku, 8 Jurnal, 5 Skripsi, dan 8 Internet/Artikel serta 6 Informan Penelitian. Penelitian ini dilatar belakangi oleh permasalahan adanya kendala pelaksanaan janji Mahyeldi Emzalmi dalam pengadaan terminal Kota Padang. Mahyeldi dan Emzalmi sebagai Walikota dan Wakil Walikota Padang mengusung 10 program unggulan, dari salah satu dari 10 program unggulan tersebut yaitu menyediakan terminal dalam waktu 2 tahun memiliki presentase progres yang paling rendah yaitu sebesar 39,33%. Presentase tersebut dapat dilihat dalam Rencana Pembangunan Jangka Menengah Daerah Kota Padang. Setelah 2 tahun berlalu dari tahun 2014 dan 2015, terminal yang dijanjikan tersebut belum dapat di lihat bentuk fisiknya, baru pada tahun ke 4 tahapan pembangunan terminal tersebut baru dimulai proses pembangunannya yaitu tahun 2018 yang berada di Anak Aia Kota Padang serta ditargetkan akan selesai pada tahun 2020, dan 2021 mulai pengoperasian. Teori yang digunakan dalam penelitian ini adalah teori keberhasilan implementasi kebijakan oleh Edward III dengan 4 variabel pertama Komunikasi, kedua Sumber Daya, ketiga Disposisi, keempat Struktur Birokrasi. Penelitian ini menggunakan metode kualitatif, dengan jenis penelitian deskriptif. Teknik mengumpulan data yang digunakan peneliti adalah dengan wawancara mendalam, dokumentasi dan observasi. Dalam menentukan informan penelitian, dengan menggunakan teknik purposive sampling. Berdasarkan hasil temuan peneliti di lapangan dan merujuk kepada teori keberhasilan implementasi kebijakan peneliti menemukan faktor kendala dari pembangunan terminal ini terdapat pada variabel kedua yaitu sumber daya dengan kewenangan yang berubah. Hasil penelitian ini menunjukan bahwa, kendala yang dihadapi oleh pemerintah Kota Padang ada 3 faktor di antaranya : Pertama, perubahan wewenang pembangunan terminal dari pemerintah daerah ke Pemerintah Pusat yaitu Kementerian Perhubungan berdasarkan UU No 23 Tahun 2014 tentang Pemerintahan Daerah dan Peraturan Menteri No PM 132 Tahun 2015 tentang Pelaksanaan Standar Pelayanan Penyelenggaraan Terminal Penumpang Angkutan Jalan. Kedua, perlunya penyerahan dokumen (P3D) atas pembelian tanah lokasi pembangunan terminal oleh pemerintah daerah ke pemerintah pusat, dalam hal ini adalah Kementerian Perhubungan. Ketiga, anggaran yang digunakan merupakan dana APBN sedangkan dana tersebut turun dan baru dapat digunakan pada tahun 2018. Department of Political Science, Faculty of Social and Political Sciences, Andalas University Thesis title "Obstacles to Implementing Mahyeldi Emzalmi's Promise in Procurement of Padang City Terminal" Guided by: Prof.Dr. Sri Zul Chairiyah, MA. This thesis consists of 89 pages with references to 7 books, 8 journals, 5 theses, and 8 internet / articles and 6 research informants. This research was motivated by the problem of the constraints on the implementation of Mahyeldi Emzalmi's promise in procuring the Padang city terminal. Mahyeldi and Emzalmi as Mayor and Deputy Mayor of Padang carry 10 flagship programs, from one of the top 10 programs, namely providing a terminal within 2 years with the lowest percentage of progress, which is 39.33%. This percentage can be seen in the Regional Medium Term Development Plan of the city of Padang. After 2 years have passed from 2014 and 2015, the promised terminal has not yet been able to see its physical form, only in the 4th year the construction phase of the terminal has just begun the construction process in 2018 in Padang Aia Children and is targeted to be completed in 2020, and 2021 begin operations. The theory used in this study is the theory of the success of policy implementation by Edward III with the first 4 variables of Communication, the second Resource, the third Disposition, the fourth Structure of the Bureaucracy. This research uses qualitative methods, with descriptive research types. The technique of collecting data used by researchers is through in-depth interviews, documentation and observation. In determining research informants, using purposive sampling technique. Based on the findings of researchers in the field and referring to the theory of the success of policy implementation researchers found that the constraints of terminal development are found in the second variable, namely resources with changing authority. The results of this study indicate that the obstacles faced by the city government of Padang are three factors including: First, changes in the authority of terminal development from the regional government to the central government, namely the Ministry of Transportation based on Law No. 23 of 2014 on Regional Government and Minister of PM Regulation No. PM 2015 of 2015 regarding the Implementation of Service Standards for the Implementation of Road Transport Passenger Terminals. Second, the need for document submission (P3D) for the purchase of land for the location of terminal construction by the regional government to the central government, in this case the Ministry of Transportation.
