Abstract

ABSTRAK Andika Ariananda, BP 1110843021, Implementasi Peraturan Daerah Kabupaten Daerah Tingkat II Nomor 5 Tahun 1994 tentang Penetapan Kawasan Wisata Agro dan Jalur Hijau di Kabupaten Tanah Datar, Administrasi Publik, Fakultas Ilmu Sosial dan Ilmu Politik, Universitas Andalas, Padang, 2018. Dibimbing oleh: RozaLiesmana, S.IP, M.Si dan Ilham AldelanoAzre, S.IP, M.A. Skripsi ini terdiri dari 92 Halaman dengan referensi 6 buku teori, 6 buku metode, 2 Skripsi dan 2 peraturan perundang-undangan. Penelitian ini mendeskripsikan proses Implementasi Peraturan Daerah Kabupaten Daerah Tingkat II Nomor 5 Tahun 1994 tentang Penetapan Kawasan Wisata Agro dan Jalur Hijau di Kabupaten Tanah Datar yang disesuaikan dengan Peraturan Daerah Nomor 2 Tahun 2012 Tentang Rencana Tata Ruang Wilayah Kabupaten Tahun 2011-2031. Kajian ini dilatarbelakangi ketidaktegasan implementor yang melaksanakan kebijakan dan menjalankan isi kebijakan yang telah ditentukan, serta kurang tegas dalam pelaksanaan kebijakan dan pengawasan. Kemudian masyarakat yang memiliki lahan di Kawasan wisata agro dan jalur hijau tidak menaati peraturan yang ada dimana masyarakat tetap membangun bangunan di atas Kawasan wisata agro dan jalur hijau. Hal ini menyebabkan tujuan dari kebijakan sulit untuk tercapai. Penelitian ini menggunakan pendekatan kualitatif dengan tipe deskriptif, Teknik pengumpulan data dilakukan dengan wawancara dan dokumentasi. Sementara itu, Teknik keabsahan data yang peneliti gunakan adalah triangulasi sumber. Sedangkan pemilihan informan dilakukan dengan Teknik purposive sampling. Dan penelitian ini menggunakan teori implementasi kebijakan Ripley, yaitu compliance (kepatuhan) dan what’s Happening (apa yang terjadi). Berdasarkan hasil penelitian yang dilakukan terkait Implmentasi Peraturan Daerah Kabupaten Daerah Tingkat II Tanah Datar Nomor 5 Tahun 1994 Tentang Penetapan Kawasan Wisata Agro Dan Jalur Hijau dianalisis dengan model implementasi Ripley dan Franklin, maka dapat disimpulkan bahwa implementasi tersebut tidak berjalan dengan efektif. Adapun faktor yang mempengaruhi implementasi Peraturan Daerah Kabupaten Daerah Tingkat II Tanah DatarNomor 5 Tahun 1994 Tentang Penetapan Kawasan Wisata Agro Dan Jalur Hijau adalah ketidakpatuhan implementor dalam menjalankan peraturan daerah tersebut. Dilihat dari sisi compliance atau kepatuhan, implementor tidak tegas dalam pelaksanaan kegiatan kebijakan dan pengawasan, dengan kurang nya ketegasan tersebut menyebabkan tetap terjadinya pembangunan dikawasan Wisata Agro dan Jalur Hijau. Sedangkan dilihat dari variable what happening yang mempengaruhi tidak efektifnya pelaksanaan Implmentasi Peraturan Daerah Kabupaten Daerah Tingkat II Tanah Datar Nomor 5 Tahun 1994 Tentang Penetapan Kawasan Wisata Agro Dan Jalur Hijau adalah masyarakat yang memiliki lahan di Kawasan Wisata Agro dan Jalur Hijau tersebut tidak menaati peraturan yang ada, yang mana masyarakat tersebut tetap mendirikan bangunan yang menyebabkan tujuan dari kebijakan sulit tercapai dan tidak efektif, di tambah lagi tidak ada kejelasan dari peraturan bentuk ganti rugi terhadap pemilik lahan di kawasan wisata agro dan jalur hijau. Guided by: Roza Liesmana, S.IP, M.Si and Ilham Aldelano Azre, S.IP, MA This thesis consists of 92 pages with reference to 6 theoretical books, 6 method books, 2 theses and 2 laws and regulations. This research describes the Implementation process of Regional Regulation of Regency of Level II Number 5 Year 1994 about Determination of Agro and Green Tourism Area in Tanah Datar Regency that are adjusted to regional regulation number 2 of 2012 concerning the district area spatial plan in 201-2031. This study is based on the non-compliance of implementors who implement policies and implement the content of policies that have been determined, and less firmly in the implementation of policies and supervision. Then people who own land in agro tourism areas and green lines do not comply with existing regulations where people keep building on agro tourism areas and green lines. This causes the objectives of the policy difficult to achieve. This research uses qualitative approach with descriptive type. Data collection technique is done by interview and documentation. Meanwhile, the technique of data validity that researchers use is source triangulation. While the selection of informants is done by purposive sampling technique. And this research uses Ripley's policy implementation theory, namely compliance and what's happening (what happens). Based on the results of research conducted related to the Implmentation of Regional Regulation of Tanah Datar Region No. 5 of 1994 on the Determination of Agro Tourism Area and Green Line is analyzed by the implementation model of Ripley and Franklin, it can be concluded that the implementation is not running effectively. The factors that affect the implementation of the Regional Regulation of the District Level II Tanah DatarNom 5 Year 1994 About Determination of Agro Tourism Area and Green Line is the non-compliance of the implementor in implementing the regional regulations. In terms of compliance or compliance, the implementor is not strict in the implementation of policy activities and supervision, with its lack of assertiveness is causing the development of Agro Tourism and the Green Line. While seen from the variable what happening which affect the ineffectiveness of Implementation of Implementation of Regional Regulation of Regency of Tanah Datar Level 5 Year 1994 About Determination of Agro Tourism Area and Green Line is a society that owns land in Agro Tourism Area and Green Line does not obey the existing regulation , whereby the community continues to erect buildings that cause the objectives of the policy to be difficult to achieve and ineffective, plus there is no clarity from the regulation of compensation for landowners in agro tourism and green lanes.
