Abstract

Currently, competition between universities at the national and international levels is tighter. Every university gives every effort to be the best. They develop every aspect of the university's pillars to the top of its quality to get more attention. These aspects include curriculum so that each student can learn more in an effective and efficient way. The same also applied for university facilities so that each student never lack of supporting tools and a bad environment to learn even lecturers for universities must be the best in their field so as to educate quality students. This happens not only in the national but also at the international level. Among many aspects of the university, library also become one of the main parts such as the proverb that said the library is the heart of the university. Library of Andalas University has been awarded 'excellent' on a national scale by BAN-PT, according to SNI 7330.2009 and SNP 010: 2011. This achievement also requires library to maintain their quality. In line with Andalas University goal to obtain international recognition, library also need obtain ISO certification as in ISO 11620. Thus, to obtain certification of international standards and maintain it, it is necessary to design a new library performance appraisal tool. The framework corresponding to the library's performance appraisal tool is MBNQA (Malcolm Baldrige National Quality Award), because MBNQA is the best management guide for organizations in order to achieve high quality and world-class certification. From design process of self-assessment tool for the performance of the library, it can be known that each step determines the accuracy of the measuring tool created. The process start from framework and indicators selection. After that is choose experts as the respondent for the creation of the library performance appraisal matrix. Based from CR (Consistency Ratio) calculation, it can be seen that the data does not exceed the limit of 0.1 which mean that the data obtained from experts is consistent. Based on final calculation result can be seen that the biggest weight value is 0,092. The final framework for new library performance appraisal tool consists of 7 criteria, 11 sub-criteria and 97 indicators. For matrix performance appraisal is made with combining final framwork of new library performance appraisal tool with assessment category that already approved by librarian of Andalas University.
