Abstract

This research is intended to measure and analyze the performance achievement from comparison of realization with RPJMD’s revenue targets and analyze the growth and contribution of receipt PAD Padang city in the year 2012-2016. The research design used in this research is descriptive qualitative. This research uses secondary data obtained by Bappeda and DPKA Padang city. Analysis method using financial ratios are the ratio of effectiveness and income growth ratio. Based on the analysis result from calculation effectiveness ratio of government performance Padang City can be categorized as very effective, it can be seen from the average of effectiveness ratio that is 108,52% which means have effective in reaching target of PAD RPJMD that have been planned. Growth of PAD’s receipt in Padang increased every year with PAD’s receipt component which contributed very high overall is local taxes with average contribution of 65.42% while those who contribute very low is the management of regional wealth separated by the average contribution of 3,79%. Key words : performance achievement, RPJMD, Regional Income ABSTRAK Penelitian ini bertujuan untuk mengetahui dan menganalisis pencapaian kinerja dari perbandingan realisasi dengan target pendapatan RPJMD serta menganalisis pertumbuhan dan kontribusi penerimaan PAD Kota Padang tahun 2012-2016. Desain penelitian yang digunakan dalam penelitian ini adalah deskriptif kualitatif. Penelitian ini menggunakan data sekunder yang diperoleh dari Bappeda dan DPKA Kota Padang. Metode analisis data menggunakan rasio keuangan yaitu rasio efektifitas dan rasio pertumbuhan pendapatan. Berdasarkan hasil analisis perhitungan rasio efektifitas kinerja pemerintah Kota Padang dapat dikategorikan sangat efektif, hal ini terlihat dari rata-rata rasio efektifitas yaitu 108,52% yang artinya sudah efektif dalam mencapai target PAD RPJMD yang sudah direncanakan. Pertumbuhan penerimaan PAD Kota Padang mengalami peningkatan setiap tahunnya dengan komponen penerimaan PAD yang berkontribusi sangat tinggi secara keseluruhan adalah pajak daerah dengan rata-rata kontribusi sebesar 65,42% sedangkan yang berkontribusi sangat rendah adalah pengelolaan kekayaan daerah yang dipisahkan dengan rata-rata kontribusi sebesar 3,79%.
