Abstract

ABSTRAK Penelitian ini bertujuan untuk mengetahui pengaruh partisipasi penyusunan anggaran terhadap kinerja penyerapan anggaran, mengetahui pengaruh revisi anggaran terhadap kinerja penyerapan anggaran, mengetahui pengaruh evaluasi anggaran terhadap kinerja penyerapan anggaran, serta mengetahui pengaruh partisipasi penyusunan anggaran, revisi anggaran, dan evaluasi anggaran secara bersama-sama terhadap kinerja penyerapan anggaran satker Sekretariat Jenderal Kementerian Keuangan. Penelitian dilakukan dengan metode deskriptif kuantitatif dimana tahun yang diteliti adalah dari periode 2015 sampai dengan 2016. Data yang digunakan pada penelitian ini seluruhnya adalah data sekunder yang berasal dari satuan kerja Sekretariat Jenderal Kementerian Keuangan, serta data-data lain yang berasal dari jurnal serta buku-buku yang dijadikan referensi. Hasil dari penelitian yang dilakukan menunjukkan bahwa partisipasi penyusunan anggaran berpengaruh positif dan signifikan terhadap kinerja penyerapan anggaran satker Sekretariat Jenderal sebesar 5,19%, revisi anggaran tidak berpengaruh secara signifikan terhadap kinerja penyerapan anggaran satker Sekretariat Jenderal yang hanya sebesar 11,88%, dan evaluasi anggaran berpengaruh positif dan signifikan terhadap kinerja penyerapan anggaran satker Sekretariat Jenderal sebesar 91,83%.Secara bersama-sama, partisipasi penyusunan anggaran, revisi anggaran, dan evaluasi anggaran secara simultan berpengaruh signifikan terhadap kinerja penyerapan anggaran Kata Kunci : Partisipasi Penyusunan Anggaran, Revisi Anggaran, Evaluasi Anggaran, Kinerja Penyerapan Angggaran,Penganggaran Berbasis Kinerja ABSTRACT This study aims to determine the effect of budgetary participation on budget absorption performance, to know the effect of budget revision on budget absorption performance, to know the effect of budget evaluation on budget absorption performance, and to know the influence of budgetary participation, budget revision, and budget evaluation together performance budget absorption of the working unit of the Secretariat General Ministry of Finance. The research was conducted by quantitative descriptive method where the year of study was from 2015 until 2016. The data used in this research are all secondary data coming from the working unit of the Secretariat General of the Ministry of Finance, as well as other data derived from journals and books, the reference book. The result of the research shows that budget participation has positive and significant effect on the performance of budget absorption of the working unit of the Secretariat General Secretariat at 5.19%, the budget revision does not significantly influence the performance of the working unit of the Secretariat General Secretary's absorption budget which is only 11.88%, and evaluation the budget has a positive and significant effect on the performance of the working unit of the Secretariat General budget absorption budget of 91.83%. Taken together, budgetary participation, budget revision, and budget evaluation simultaneously have a significant effect on budget absorption performance of the working unit of the Secretariat General of the Ministry of Finance.
