Abstract
This study aims to examine the relationship between transactional politics, patronage and clientelism with participatory supervision in the 2020 local election (Pilkada) in West Sumatra. This study utilized a qualitative method in case study approach with a multi-case design, while The data were collected through interviews and documentation. The findings of the research indicate that transactional politics influenced by patterns of patronage and clientelism existing in society, it has a significant correlation with participatory supervision in the 2020 Pilkada. The pattern of patronage and clientelism relationships that have been built by the political elite and the community has an impact on the high or low levels of participatory supervision in West Sumatra. In Padang City, The Election Supervisory Body (Bawaslu) attempted to challenge the prevailing relationship patterns within society by engaging community leaders who were not actively involved in practical politics. However, the result shows that the community's participatory supervision was very low because the community did not even give space to the Bawaslu and did not want to report suspected violations to the Bawaslu of Padang City. Meanwhile, the Bawaslu of Bukittinggi City took advantage of the patronage and clientelism relationships that have been built in society by embracing political elites and their success teams in participatory supervision. The result indicates that the community opened up to Bawaslu, the community’s participatory supervision was very good and high because they wanted to share information and report suspected violations to the Bawaslu of the Bukittinggi City.
