Abstract
The process of converting Conventional Bank Nagari into Sharia Bank Nagari in West Sumatra is complex and influenced by political dynamics. Despite the 2019 General Meeting of Shareholders supporting the conversion, several conditions were not met until mid-2022. Changes in local leadership and the composition of the Regional People's Representative Council (DPRD) also affect views on the conversion. The relationship between politics and policy is crucial. Politics involves efforts to establish accepted rules by society, while policy provides guidance for actions. A policy formulation model using the dialectical approach and typology of power structure helps understand dynamics involving formal and informal actors in the conversion. Despite numerous studies on local political dynamics, research on public policy formulation at the local level remains limited. It is essential for all involved parties to have commitment, adhere to regulations, and maintain an objective perspective for the sustainability of the bank's business. Despite challenges and political dynamics, the appropriate theoretical approach helps overcome obstacles in the bank conversion. This research aims to describe and analyze the political dynamics in the formulation process of converting Conventional Bank Nagari into Sharia Bank Nagari. The research method employed is qualitative, using a case study with a descriptive type. Data collection techniques include in-depth interviews and documentation. The selection of research informants uses purposive sampling technique. The theory used is the dialectical model by Marsh and Smith. In conclusion, there are differing views among formal and informal actors in the government regarding the Sharia bank conversion. The Bank Nagari's directors and commissioners hold differing opinions on public support for the conversion. Disagreements arise between the West Sumatra Governor and the Bank Nagari directors. The Governor asserts that communication about the urgency of the conversion is the duty of the directors and commissioners. The COVID-19 pandemic and the 2020 Regional Head Election hinder the conversion process. The relationship between local leaders, DPRD members, and political parties influences the policy. The local leader, as the majority shareholder, has significant influence. Political party leaders play a dominant role in conversion decisions. In the conversion process, differing views among actors influence decision outcomes, resulting in political dynamics in the conversion of Conventional Bank Nagari into Sharia Bank Nagari.
