Abstract

According Law No. 32 of 2004 concerning local government explaining that regional autonomy is a right and a local authority to regulate and manage the affairs of government by legislation. Regional autonomy has a goal to create mobility support for national development policies to the local level of government, so that the construction is done in accordance with the needs and aspirations of the regions.
