Abstract
There were several simultaneous regional election stages in 2020 that were delayed due to the Covid-19 Pandemic, resulting in the implementation of the Election stages not being optimal for the KPU to carry out, the same thing was experienced by the KPU of North Bengkulu Regency. One of the stages that experienced a delay in the schedule was the implementation of election socialization to the community. There were obstacles faced by implementers in the field, including the application of PSBB regulations by the government which resulted in the implementation of face-to-face outreach not being optimal, exacerbated by the large number of isolated areas and poor access to infrastructure. Responding to this obstacle, North Bengkulu Regency KPU took the initiative to change the mode of implementation of the socialization with Door to Door socialization, carried out within 14 (fourteen) days by the Adhoc committee, without an official SK (Decree) from the KPU of North Bengkulu Regency, however the implementation of the socialization continues until -1 H of implementation on December 9 2020. This research aims to describe in detail the process of implementing community outreach by the KPU of North Bengkulu Regency amid the Covid-19 conditions ; knowing the effectiveness of Door to Door socialization as a form of the effectiveness of the institution's function in carrying out socialization, this mode will be used as a new solutive mode in the socialization stage. The research method used is qualitative, in the form of a case study research type with a descriptive type. Data collection techniques are in-depth interviews, as well as documentation. Selection of research informants using purposive sampling technique. The theory used is Institutional Effectiveness according to Christopher C Hood. Overall, the researcher can conclude that the implementation of socialization in the 2020 Pilkada by the KPU of North Bengkulu Regency was not effective, this was because the implementation of the socialization was not supported by an adequate budget both in the socialization implementation ceiling, implementing incentive ceiling, to the technological support system ceiling supporting socialization. The budget submission, for example, seemed to be "copy-paste" from the previous election socialization budget, the implementation of the performance report was also not properly recapitulated where the report was only general in nature and only showed the success of the socialization process with achieving high levels of community participation in the 2020 Pilkada. Implementation of Door to Door socialization used as a new method, also gave ineffective results because it was not supported by strong regulations and had an impact on the unavailability of operational budgets, plus weak accountability as seen in the absence of performance reports that were recapitulated.
