Abstract

According to the United Nations, Madagascar is a low-income country with more than 1.3 million people facing severe hunger in 2021. The central causes of hunger in Madagascar are poverty, drought, and vulnerable effect of climate change. Despite the numerous efforts in the past, the situation has continued to deteriorate. As an international organization aims to eradicate hunger, the World Food Programme (WFP) is present in Madagascar to help fighting hunger through Madagascar Country Strategic Plan (2019-2024). This study aims to identify the World Food Programme’s role in fighting hunger using the concept of roles of international organizations in policy transfer. This research is a qualitative research using secondary data such as policy paper, government paper, article journals, working paper and documents from WFP. The findings indicate that the WFP plays a significant role in intergovernmental-monitoring through support programmes to assist Madagascar, multilateral coordination by working with its partnership to facilitate diffusion of policy and learning, and global framing to analyse framing policy and solutions in the fight against hunger.
