Abstract

This research was motivated from education often used as political appointments in the campaign of candidates for Major. Before being elected as Major, Mahyeldi ever promised that he will make free education to be impelemented in Padang City. The political appointments then realized in the from of Bantuan Operasional Sekolah Daerah (BOSDA) policy set in Major Regulation number 17 year 2014 and Major Decree number 413 year 2014. BOSDA policy has been revised several times, from 2014 until 2016. In addition, there were many complaints from various parties regarding the facilities and infrastructure that have not been able to support the implementation of free education. This research was done by descriptive-qualitative method. The data were collected by interview with respondents selected by using purposive sampling technique, also documentation by collecting documents of budget implementation and observation to saw directly the facilities and infrastructure that exist in some schools. The theory that was used is implementation theory of Merilee S. Grindle which examines the implementation of the content of policy and context of implementation. Then the collacted datas were analyzed using interactive analysis by Miles and Huberman. The results showed that the policy of Bantuan Operasional Sekolah Daerah (BOSDA) as a realization from free education program when viewed from political aspect can be considered successful. This can be seen from the already levies paid by parents and has realized some kind of benefit in the policy. When viewed from administrative aspect the policy of Bantuan Operasional Sekolah Daerah (BOSDA) as a realization from free education program can’t be considered succesful, there are several types of benefits that failed to give by Dinas Pendidikan, so do with implementing policy that have not been fully in accordance with the Major Regulation and Major Decree. Besides, there are still many schools that require improvement of facilities and infrastructures. While, from the context of implementation, the position of Major as the owner of the program gives big impact toward the reformulation and implementation policy. As well as the full authority that was given by the major to Dinas Pendidikan to analyse the input and the output system in each reformulation process influence the implementation process.
