Abstract

Penelitian ini bertujuan untuk menganalisis pelaksanaan pola kemitraan dalam pembangunan perkebunan rakyat di Pesisir Selatan, mengidentifikasi faktor pendorong dan penghambat dalam pelaksanaan kemitraan dan mendeskripsikan pelaksanaan pembinaan dan pengembangan Koperasi sebagai mitra. Penelitian ini menggunakan metode studi kasus. Penelitian ini menemukan hal yang belum sesuai dengan Kepmentani No.73/Kpts/OT.210/2/98 adalah ketersediaan lahan, pembinaan teknis dan administrasi serta aspek bimbingan SDM. Hal yang sudah sesuai adalah bentuk kemitraan sesuai peraturan pemerintah, pelayanan dan penyediaan sarana produksi, pengolahan hasil yang sesuai ketentuan, keterjaminan kredit dan pengembalian kredit serta penerapan teknologi yang modern. Faktor pendorong bagi perusahaan untuk terlaksananya kemitraan adalah SDM yang memadai, peningkatan pendapatan, pengembangan IPTEK, pasar, peraturan pemerintah, jaminan pasokan bahan baku, citra perusahaan, persaingan dan akses lahan petani. Faktor pendorong bagi petani untuk ikut serta dalam program kemitraan adalah adanya jaminan pemasaran, modal, SDM dan peraturan pemerintah. Sedangkan faktor penghambat bagi petani adalah ketersediaan lahan, ilmu pengetahuan, pembinaan teknis dan administrasi. Penelitian ini menyarankan agar pelaku kemitraan lebih menyesuaikan pelaksanaan kemitraan dengan peraturan yang ada dan berpedoman pada MoU. Diharapkan pemerintah dan perusahaan melaksanakan pembinaan teknis dan administrasi kepada koperasi, sehingga koperasi mampu melaksanakan administrasi yang benar dan mandiri dalam mengelola kebunnya. Kata kunci : Kemitraan, Pola PIR ABA ANALYSIS OF THE PATNERSHIP IMPLEMENTATION OF SMALLHOLDER PLANTATIONS DEVELOPMENT IN PANCUNG SOAL SUB-DISTRICT, PESISIR SELATAN DISTRICT ABSTRACT The purpose of this research is to analyze the partnership of smallholder plantations development in Pesisir Selatan, to identify the factors driving and inhibiting the implementation of the partnership and describe the implementation and cooperation development. The method used in this research was case study. This research found that there are some incompatibility in according with Kepmentani 73/Kpts/OT.210/2/98 which are the availability of land, development of technical and administrative guidance as well as apects of Human Resource. The partnership according with government regulations, servicing and supply of production facilities, processing of corresponding provisions, credit and loan repayments as well as the application of modern technologies are compatible with the Kepmentani. The driving factors for the company regarding the partnership are adequate human resources, income generation, development of science and technology, markets, government regulations, guarantees the supply of raw materials, corporate image, competition and access to farmers’ fields. The driving factors for farmers to participate in the partnership program are their collateral, capital, human resources and government regulations. While the threat factors are the availability of land for farmers, science, technical and administrative guidance. This research suggests that the stakeholders partnership should follow the MoU. It is expected that the government and the companies carrying out technical and administrative guidance, so that cooperatives were able to carry out the correct administration and self manage in their plantation.
