Abstract

One function of the legislature is to supervise the implementation of the budget. And grants are part of a budget in the budget. In the Year 2012, the Indonesian National Sports Committee or better known as KONI get the biggest cash injection compared to other grantees. And KONI is the recipient of grants remain annually. The amount of funding given the limited time and budget formulation should be a material oversight by parliament to avoid irregularities in grant funding for the sports committee. Objective scrutiny by Parliament of Padang on the number of funds contained in the budget especially in grant funding for KONI needs to be done optimally, in order that grant funds can be channeled to the right target and find causal and resolve any errors or problems, and then take a wise step to immediately resolve any issues if only the limiting factor in the development of the area. In this study, the authors used a qualitative approach with descriptive type. Data was collected through interviews and documentation. While the validity of the techniques that researchers used data source triangulation. Informants and selection is done by purposive sampling technique. And from the survey results revealed that the amount of grant funds in the budget for the KONI after the 2012 budget due to the need KONI is also great because it coincides with the Provincial Sports Week ( Porprov ) held at the District 50 City in December of 2012. From the results of monitoring conducted by the DPRD Padang for grants given to KONI, known to the grants allocated and distributed properly, and certainly there is no fraud and fraud in the use of these funds.
