Abstract
One of the government's policy in efforts to accelerate the decline in MMR and IMR is through the basic emergency obstetric care (PONED) and comprehensive emergency obstetric care (PONEK) that can be reached. PONED facilities in Padang has exceeded the minimum number, 4 PONED health centers in each City/ County. However, the achievement of management of pregnant women, maternity and childbirth with complication in West Sumatra in 2012 was lower than the target. The lowest percentage was in Padang. This study aims to analyze the management of PONED implementation at the PONED primary health care in Padang in 2014. Researchers use policy approach. There are 16 Informants in this study. Primary data collection was done by indepth interviews and non-participant observation, while secondary data collection is done with the document review. Data validation is done by triangulation. The results show, there were some obstacles that make the PONED service in Padang being not optimal. Related to the implementation of the management functions in PONED services, no special planning for services at the primary health care. Team organizing is not done, the provision of services in cases of emergency maternal and neonatal not maximized because referral rates are still high and PONED team was not involved. Supervision related to the services is still minimum. PONED performance evaluation can not be done because there is no calculation of patients that will be served at the beginning of the year so there is no comparison with the achievement of the target range to be achieved. The implementation of management functions in PONED services at the PONED primary health care in Padang has not done well. PONED services requires planning. The Services should be clearly organized to make the implementation runs smoothly. Monitoring, supervision and evaluation of services need to be improved in order to increase the quality and to provide leverage in efforts to reduce MMR / IMR.
