Abstract

Tujuan Penelitian ini bertujuan untuk mengetahui kegiatan klinik sanitasi Puskesmas di Wilayah Kerja Dinas Kesehatan Kabupaten Pesisir Selatan dengan elemen yang diteliti terdiri input, proses dan output. Metode Penelitian ini menggunakan metode penelitian kualitatif . Teknik pemilihan informan yang digunakan adalah purposive sampling. Pengumpulan data dilakukan dengan cara observasi, wawancara mendalam, dan telaah dokumen dan data diolah dengan trianggulasi. Hasil Hasil penelitian ini adalah pada input masalah jumlah tenaga sanitarian di Puskesmas jauh dari cukup yakni sebanyak 14 orang yang bertugas di 11 Puskesmas sementara 7 Puskesmas menggunakan tenaga non sanitarian sementara pihak pengambil kebijakan sulit mengambil kebajikan untuk memberi sanksi bagi Puskesmas yang tidak menyelenggarakan kegiatan klinik sanitasi. Dengan kekurangan tenaga sanitarian di Puskesmas mempengaruhi proses kegiatan klinik sanitasi dan output kegiatan klinik sanitasi dari 18 Puskesmas hanya 11 Puskesmas yang aktif klinik sanitasinya itupun belum maksimal karena tugas rangkap, selain sebagai petugas sanitarian juga memegang tugas lain seperti bendahara Puskesmas, Promosi Kesehatan dan Surveilans. Kesimpulan Hasil evaluasi penelitian ini disarankan agar pihak pengambil kebijakan di Dinas Kesehatan Kabupaten Pesisir Selatan dapat menindaklanjutinya dengan mengidentifikasi masalah tenaga sanitasi yang ada di Puskesmas baik secara kuantitas mapun kualitas kerjanya. Lebih lanjut perlu kebijakan terkait Permenkes No. 13 tahun 2015 yang mewajibkan setiap Puskesmas Melaksanakan Upaya Pelayanan Kesehatan Lingkungan atau sanitasi yang berintegrasi dengan pelayanan lainnya sebagai bagian pelayanan puskesmas yang paripurna. Method This study uses the qualitative research method. The informant quotation was done by purposive sampling. The data collecting was done by observation, in-depth interview, and document analysis and the data was processed by triangulation. Result Based on this study result in input, there is a high difference of number for sanitarian personnels in the health center, which is known there is 14 personnels in charge in 11 health centers, while there is 7 health centers that employing non sanitarians. It is also difficult for the policy’s taker to apply policies to give penalties to every health center that not implement sanitation clinic activities. The insufficiency of sanitarian personnels affects the sanitation clinic activities. The output of it is out of 18 health center, only 11 of them have an active sanitation clinic, which is yet to be perfect because of the double workload, beside being a sanitarian personnel, they also responsible to another duty, such as the health center treasurer, health promotion, and surveillances. Conclusion Based on this study’s evaluation, it is suggested to the policy’s taker parties in the Department of Health in Pesisir Selatan to follow it up by identified the problem of the sanitation’s staff at the health center, whether by quantity or the working quality. Furthermore, it is needed to utilize Permenkes No. 13 year 2015 which obliges that every health center have to implement the environmental health or sanitation which is integrated to the other service as the part of plenary health center’s services.
