Abstract

The outbreak of Covid-19 requires the government to make rules that must be obeyed by the public, including ojek online drivers. This study aims to discuss the representation of ojek online driver compliance in the Padang City by identifying, describing, and interpreting it in implementing the Covid-19 health protocol. The population is all ojek online drivers in Padang City with a sample of 20 people with the reason for this number is to avoid exposure of researchers to the virus. The research location is on Khatib Sulaiman street, Padang City. The approach used is a mixed method, namely quantitative and qualitative research combined sequentially. Quantitative data collection techniques were carried out using a questionnaire instrument in the form of a match list (√) covering the form, function, meaning, and value of compliance culture, which refers to the four categories of cultural studies analysis entities, while qualitative data it is carried out by direct interviews. The data obtained were analyzed by the descriptive analysis method by applying representation theory. The results showed, that 50% of respondents in the category disagreed with the prokes; all respondents (100%) interpret health protocols as a compulsion, while in the category of cultural values of compliance, 50% of respondents have not shown the function of cultural values that are able to become an order in the application of health protocols. It can be concluded, that when awareness of the cultural value of compliance has not been formed in oneself, then functional awareness will not be realized so the behavior that appears is behavior that does not comply with the applicable norms. The implications of this research can be a reference for the local government of Padang City, in order to consider the strategies used in reducing future cases through changes in community behavior by combining the process of civilizing and continuing education, considering that the Covid-19 outbreak cannot be predicted when it will end, even by WHO. though..
