Abstract
The World Health Organizations WHO Global Tuberculosis Reports are widely regarded as objective, technical documents that provide updates on the global tuberculosis (TB) situation. However, these reports not only present epidemiological data but also function as institutional discourse that shapes how TB is understood, prioritizied, and addressed globally. This study aims to identify emerging themes in the reports, analyze the lexical and grammatical features used to convey the WHO institutional messages, and examine how the reports manifest private intentions through genre conventions. This study employs a qualitative research design with thematic analysis supported by software Nvivo 15. The findings reveal six major themes: 1) TB as a persistent global health threat, 2) global political commitment and strategic framework to end TB, 3) the impact of the pandemic on TB response from disruption to recovery, 4) the unequal geographic distribution of TB and variation at the country level, 5) financial and structural barriers to TB care, 6) surveillance, data systems, and estimation challenges. Lexical grammatical analysis reveals the strategic use of nominalization, modality, passive voice, and lexical choice to convey authority, institutional credibility. The findings indicate that the reports function not merely as scientific documents presenting epidemiological evidence but also as institutional texts that strategically communicate WHO's priorities and policy agenda.
