Abstract
Price Policy at the Farmer Level to Support the Supply Chain of West Sumatra Cocoa Agroindustry By PENI SHOFFIYATI (1631612001) (Supervised by: Prof. Dr. Ir. Melinda Noer, MSi, Prof Dr Ir Rahmat Syahni, MS, MSc dan Prof Dr Asrinaldi, S.Sos, M.Si) Abstract The complexity of supply chain management affects supply chain management decisionmaking and creates uncertainty, including uncertainty over raw material prices. Supply chain actors in the cocoa agroindustry include cocoa farmers, collectors, wholesalers, cocoa agroindustry and cocoa exporters. The uncertainty of cocoa prices for farmers can result in the availability of cocoa being disrupted which affects the sustainability of the cocoa agroindustry. This research was conducted to find out how the pricing system works for each actor in the cocoa agro-industry supply chain, analyze what factors influence pricing at the farm level to support the supply chain of the West Sumatra cocoa agroindustry and formulate pricing policies at the farmer level so that they can be a stimulus for the supply of raw materials. West Sumatra cocoa agro-industry raw material. This research was conducted in West Sumatra Province with research areas in Pasaman Regency, Padang Pariaman Regency and West Pasaman Regency. The research sample was 292 cocoa farmers. Qualitative research methods are used to analyze cocoa price setting at the farm level. Structural Equation Modeling (SEM) analysis technique is used to analyze the factors that affect cocoa prices to cocoa farmers. The results of the data obtained will be interpreted and used as the basis for making a cocoa price policy at the farm level. The results of the study show that the pricing of cocoa at the farmer and trader level is determined by consumer perceptions based on the assessment of the cocoa being sold. The price of cocoa at the level of farmers and traders is determined by consumer perceptions based on the evaluation of the cocoa being sold. Product pricing in agroindustry is based on markup costs for the products produced. Meanwhile, the pricing of cocoa for exporters is adjusted to the prevailing world cocoa price. The factors that affect cocoa prices are cocoa availability and cocoa quality improved by farmers, as well as cocoa quality and marketing systems that are enhanced by the government's role. he recommended price policies are (1) improving cocoa quality including increasing farmers' cultivation skills, selecting superior cocoa seeds, and imposing sanctions on violations of existing regulations, (2) maintaining product availability including implementing product supply management, forming institutions for farmers, and estimating the number of product requests, (3) improving the marketing system including establishing cocoa farmer institutions, and providing information systems for the supply chain of cocoa agroindustry.
