Abstract

ABSTRAK Secara umumnya DPRD memiliki tiga fungsi, yaitu fungsi legislasi, fungsi anggaran, dan fungsi pengawasan.Ke tiga fungsi tersebut dijalankan dalam kerangka representasi rakyat di daerah kabupaten/kota. Penelitian ini membahas tentang proses penyerapan dan penghimpunan aspirasi masyarakat oleh DPRD Kota Bukittinggi serta menganalisis kedudukan Pokok-pokok pikiran DPRD dalam RKPD. Penelaahan Pokir DPRD merupakan kajian permasalahan pembangunan daerah yang diperoleh dari DPRD berdasarkan risalah rapat dengar pendapat dan/atau rapat hasil penyerapan aspirasi melalui reses.Pokok-pokok pikiran DPRD memuat pandangan dan pertimbangan DPRD mengenai arah prioritas pembangunan serta rumusan usulan kebutuhan program/kegiatan yang bersumber dari hasil penelaahan Pokir DPRD sebagai masukan dalam perumusan kebutuhan program dan kegiatan pada tahun rencana berdasarkan prioritas pembangunan daerah.Metode penelitian ini menggunakan jenis penelitian yuridis empiris yang menggunakan teknik pengumpulan data berupa wawancara dan observasi.Penelitian ini dilakukan di DPRD Kota Bukittinggi, Bappeda Kota Bukittinggi, dan Badan Keuangan Kota Bukittinggi. Proses penyampaian dan pembahasan Pokok- pokok pikiran DPRD Kota Bukittinggi sampai saat ini masih terdapat banyak kelemahan karena, belum adanya ketentuan yang baku mulai saat penelaahan, pembahasan dan penganggaran pokok-pokok pikiran tersebut. Juga terkait besaran danaPokok-pokok pikiran yang belum diatur secara khusus. Kedudukan pokok-pokok pikiran DPRD dalam RKPD merupakan hal penting dalam sebuah proses pembangunan daerah, Pokok-pokok pikiran DPRD adalah salah satu media untuk menutupi kelemahan perencanaan .Juga menjadikan wakil rakyat yang dipilih melalui partai politik memiliki posisi tawar yang baik dalam pembangunan daerah. Kata Kunci :Pokok-pokok pikiran (Pokir) DPRD, Aspirasi Masyarakat, Rencana Kerja (RKPD) Abstract The DPRD has three functions: the legislative function, the budget function, and the supervisory function. The three functions are carried out within people's representation in the district/city area. This study discusses the absorption and gathering of people's aspirations by the DPRD of Bukittinggi City. It analyzes the position of the main ideas of DPRD in the RKPD. The DPRD Pokir Review is a study of regional development problems obtained from the DPRD based on the minutes of hearings and meetings resulting from the absorption of aspirations through recess. The DPRD Pokir contains the DPRD's views and considerations regarding the direction of development priorities as well as the formulation of proposed program/activity needs that are sourced from the results of the DPRD's Pokir review as input in the formulation of program and activity needs in the planning year based on regional development priorities. This research method uses empirical juridical research that uses data collection techniques in interviews and observations. This research was conducted at the DPRD of Bukittinggi City, BAPPEDA of Bukittinggi City, and the Department of Finance of the City of Bukittinggi. In submitting and discussing the main ideas of the Bukittinggi City Council, there are still many weaknesses because no standard provisions are starting from the time of reviewing, discussing, and budgeting these main ideas. Also related to the number of funds for ideas that have not been specifically regulated. The DPRD's main ideas in the RKPD are an important thing in a regional development process. The DPRD's main ideas are one of the media to cover the weaknesses of regional government planning. It also makes people's representatives elected through political parties have a good bargaining position in regional development.
