Abstract

This study aims to analyze the threat of Prime Minister Tony Abbott in setting Operations Sovereign Borders (OSB) policies related to the issue of refugees in Australia. This research has its own urgency because Australia as a country that ratified the 1951 Refugee convention has implemented a policy that clearly violates the principle of non-refoulement, which is the most important principle in the 1951 Convention on the Status of Refugees. Australia's action has drawn criticism from various parties, both external and internal to Australia. despite reaping many decisions Abbott continues to carry out his policies. This study uses two concepts to explain Tony Abbott's threat perception, namely Threat Perception and The Level of the Individual Decision Maker (individual level policy making). This study uses a qualitative research method with a descriptive analytical approach using secondary data. The findings of this study indicate that the Operations Sovereign Borders policy issued by the Australian Government is influenced by PM Tony Abbott's individual threat perception. This can be proven by using the six variables proposed by J.Stein, namely: First, a non-psychological explanation of threat perception. Second, the psychological explanation of threat perception. Third, biased thinking and heuristics. Fourth, loss of aversion, framing, and tendency to reduce risk. Fifth, emotion and threat perception. Sixth, emotion and assessment of the quality of the concept and all these variables are also supported by policy making at the individual level. Based on the framework related to Stein's threat perception, this study finds that psychological and non-psychological factors influence the threat perception Tony Abbott sees that refugees coming to Australia pose a threat to Australia's security, Sovereignty and economy.
