Abstract
This research is titled the Implementation of The Forest and Wetlands Moratorium Policy as the response to the REDD+ mechanism in Tesso Nilo National Park, of Riau ProvinceThis research uses the methodology of descriptive analysis with the primary source being an interview with person of relevance and secondary sources being books about forest and wetlands moratorium policy, The concept used in this research is the concept of implementation according to Riant Nugroho, which focus on seven indicators, which are: mission, vision, strategy, policy, program, implementation and activity. These seven indicators proved that the implementation of the moratorium policy is not effective, due to the fact that deforestations and forest degradation in the area still occur and reach 70 percent of the 83.068 ha of land in the area. Factors which causes these failures in the policy are: low levels of public welfare, easy access of the Tesso Nilo National Park, deforestation, and forest fires.
