Abstract

This study aims to identify cocoa agribusiness system and to formulate strategy for its development in Kecamatan Koto XI Tarusan, Pesisir Selatan district. All stakeholders, such as farmers, input suppliers, middlemen and some keys informants, were interviewed for data collection. Data, then, is analyzed through IFE and EFE matrix as well as SWOT analysis framework. There are available input kiost to supply input in up-stream sub-system of cocoa agribusiness in Kecamatan Koto XI Tarusan. However, the kiosk does not sell seed instead bought from Jember. In on-farm sub-system, there is available land for further development although present cocoa farming practices do not fully follow standardized cultivation techniques which is recommended by Dinas Perkebunan; including maintenance, fertilizing, and pest control. For down-stream sub-system, farmers do not ferment the cocoa. There is not available cocoa processing industry in ths kecamatan. In spporting sub-system, there is available transportation infrastructure and telecommunication to support cocoa agribusiness development. Finance institutions are also available although farmers’ access to local bank is not well. Local extension office is also available although it does not optimally work in supporting cocoa agribusiness. Internal position of cocoa agribusiness in this kecamatan is sufficiently strong as IFE score is 2,58. Externally, it is able to take opportunities and to minimize treath as EFE score is 2,965. The strategies for further development are: 1. Establishing demonstration plots, 2. Expanding multiple crops within cocoa small holding, 3. Providing extension in cultivation and fermentation techniques., 4. Developing web-based cocoa information system. 5. Establishing cooperative and micro-credit. It is suggested that local government has to facilitate human development and extension for further strategy implementation.
