Abstract

ABSTRAK Analisis penentuan pusat pertumbuhan wilayah dan komoditi basis merupakan upaya untuk mengoptimalkan pembangunan wilayah Kabupaten Pasaman. Penelitian ini dapat dijadikan referensi kebijakan pembangunan bagi pemerintah Kabupaten Pasaman. Tujuan penelitian ini untuk mengidentifikasi kecamatan yang berpotensi sebagai pusat pertumbuhan ekonomi dan mengidentifikasi komoditi pertanian basis masing-masing kecamatan Kabupaten Pasaman serta mengidentifikasi interaksi antara pusat pertumbuhan (growth pole) dengan daerah sekitarnya (hinterland). Penelitian ini menggunakan tiga metode analisis data, yaitu analisis Skalogram, Indeks Sentralitas, Location Quotient serta analisis Gravitasi. Berdasarkan hasil analisis skalogram dan indeks sentralitas didapatkan bahwa dari 12 kecamatan yang ada di Kabupaten Pasaman, teridentifikasi sebanyak 4 kecamatan sebagai pusat pertumbuhan. Empat kecamatan tersebut adalah Kecamatan Lubuk Sikaping dengan komoditi basis ikan sawah dan budidaya perairan umum, Kecamatan Rao Selatan memiliki komiditi basis utama kangkung dan nenas, Kecamatan Panti memiliki komoditi basis utama kelinci dan sapi potong, dan Kecamatan Tigo Nagari memiliki komoditi basis utama ikan sawah dan ikan sungai. Pemerintah Kabupaten Pasaman disarankan menetapkan kebijakan pengembangan komoditi basis pada masing-masing kecamatan dan meningkatkan keterkaitan antar sektor serta meningkatkan interaksi antar wilayah, sehingga dapat mendorong pergerakan perekonomian wilayah secara merata. Kata kunci : Pusat Pertumbuhan, Komoditi Basis, Interaksi ABSTRACT Analysis of determination of the regional growth centers and base commodities is an effort to optimize the development of Pasaman District. This research can be used as a reference for development policies by Pasaman District government. The purpose of this study are to identify potential subdistricts as the center of economic growth, identify the basic agricultural commodities for each subdistrict in Pasaman District, and to identify interaction between growth centers (growth pole) and surrounding areas (hinterland). This study used three data analysis methods, namely Scalogram analysis, Centrality Index, Location Quotient and Gravity analyses. Based on the result of the Scalogram analysis and the Centrality Index, it was found that 4 out of 12 districts in Pasaman District were identified as the centers of growth. The four sub-districts were Lubuk Sikaping with base commodities of rice field-based fish and common aquaculture, Rao Selatan with the base commodities of swamp cabbage and pineapple, Panti with the main base commodities of rabbits and beef cattle, and Tigo Nagari with the main base commodities of rice field-based and river fish. The Government of Pasaman Regency is advised to establish policy for developing base commodities in each subdistrict, improve inter-sectoral linkages and improve interaction between regions in order to encourage the movement of regional economy equally.
